MARKET AND DESCRIPTION OF CONSTANTA PORT

BUSINESS GROUP PORT OF CONSTANTZA

Constanta Port (with Constanta area and Midia area), Mangalia port and Tomis tourist port are public-private maritime ports owned by the Romanian state, which ensures their regulation and operation. C. N. Administration of Maritime Ports S.A. Constanta (CN APMC) is an institution under the authority of the Ministry of Transport and Infrastructure.

Services for goods and vessels in the Port of Constanta are mainly carried out by private companies, in a competitive environment, in which the principles of the free market are applied.

The Port of Constanta is one of the main distribution center serving the Central and Eastern Europe region, offering a number of advantages, among which the most important are

- multifunctional port with modern facilities and water depths in the port basin sufficient for the berthing of the largest vessels passing through the Suez Canal;
- direct access to Central and Eastern European countries through the Rhine-Danube Pan-European Corridor;
- container distribution center to the Black Sea ports;
- customs facilities for commercial operations in Constanta Port;
- good connections with all modes of transport: railway, road, river, air and pipelines;
- Ro-Ro terminals that ensure a fast connection with the ports of the Black Sea and the Mediterranean Sea;
- modern facilities for passenger vessels;
- availability of surfaces for future developments;
- the port of Constanta has the status of a Free Zone, that allows the establishment of the general framework necessary for the facilitation of foreign trade and the transit of goods to/from Central and Eastern Europe.

About

Currently, several projects are underway, in order to build new facilities for the handling of goods and to improve the transport connections between the Port of Constanta and its hinterland. These projects are mainly located in the southern part of the port.

Constanta Port is located on the western coast of the Black Sea, 179 nm from the Bosphorus Strait and 85 nm from the Sulina Arm, through which the Danube flows into the sea. It covers a total area of 3,926 ha, of which 1,313 ha are dry and 2,613 ha are water.

The port of Constanta has 156 berths, of which 140 are operational. The total length of the berths is 32 km, and the depths vary between 7 and 19 m.

River port

The port of Constanta is both a sea port and a river port. The facilities offered by the Port of Constanta allow the mooring of any type of river vessel

The connection between the Port of Constanta and the Danube is made through the Danube - Black Sea Canal and represents one of the main advantages of the Port of Constanta. Due to the low costs and the large volumes of goods that can be transported, the Danube is one of the most advantageous modes of transport, representing an efficient alternative to the congested road and rail transport in Europe.

Significant quantities of goods are transported between the Port of Constanta and the countries of Central and Eastern Europe: Moldova, Bulgaria, Serbia, Austria, Slovakia and Germany.

Regarding the transport structure

it should be mentioned that commercial activity in the Port of Constanța during 2019-2021 was carried out under special conditions imposed by the pandemic context.

According to available information, in 2020, the total traffic of goods decreased by 9.35%, as a result of fluctuating developments on the main groups of goods. Thus, if in the case of seven groups of goods there is an increase in traffic with percentages varying between 2.65% (grains) and 93.13% (cement, lime, construction materials), for the other groups of goods it is visible a tendency to reduce traffic with percentages that oscillate between -41.07% (non-ferrous ores) and -3.23% (other articles).

Compared to the previous year, in 2021, a year marked entirely by the pandemic context, the total traffic of goods registered an important increase of 11.77%, following the significant increase in the traffic related to the groups of goods in the category of raw minerals and wood. In the same direction is the traffic of non-ferrous minerals, metal products, solid mineral fuels and iron ore, but also agricultural products, such as cereals and oil seeds (Table below).

The Port of Constanța statistic for 2022 shows increase in the main performance parameters of a port:
● 4,498 maritime vessels calls, compared to 3,985 in 2021,
● 10,868 river vessels calls compared to 10,619 in 2021
● total traffic volume of 75.550 million tons compared to 67.483 million tons the previous year.
The year 2022 has the maximum volume of traffic operated by Port Constanta in its history.

European legislation that defines the concepts of service infrastructure and service infrastructure operator and establishes the details of the procedure and criteria that must be followed are:
  • Directive 2012/34/EU;
  • Regulation no. 2177/2017.
The European normative act that establishes a framework for the provision of port services, namely common rules on financial transparency and on fees for port services and for the use of port infrastructure is Regulation no. 352/2017. The European normative act applies to seaports within the trans-European transport network, listed in Annex II to Regulation (EU) no. 1315/2013, including the Port of Constanta.

  • OG no. 60/2004 regarding the regulations regarding the construction, maintenance, repair and operation of railways, other than those administered by the National Company of Railways "C.F.R." - S.A.;
